Default What can destroy payment systems?

I have just read the article that the main danger to it is Government. What do you think about it? Will some governments destroy payment systems or maybe there will be some changes in their work. And what the future of it?

payment system attracts attention of the government only if it
either begins to play some role in the economy (e.g. daily asset circulation exceeds $100M)
or too much abuse reports present (and these reports correlate to the modern propaganda campaign)

but the most danger for the payment system is the liquidity crisis
(it can be caused not only by the government directly)

Thats why Payment Systems tend to incorporate offshore where US government cant touch them

US government actually can reach anybody anywhere. Recent attack on Stanford Bank shows that US interests have no limits.
